Modbus slave Simulators for function codes FC20 and FC 21

We would like to test function code FC 20 and FC 21 related to Modbus TCP. We require a Modbus TCP slave simulator that can be installed on a PC. We would like to test out Modbus TCP Master to validate the requirement of FC 20 and FC 21.

Or any other slave device that supports FC 20 and FC 21.
