New Developers Release of ABEL (Allen Bradley Ethernet Library).

Yet another developers release this time.

This one SHOULD fix PI addressing and also should fix SLC status stuff.

I still don't know what is wrong with SLC addressing at this time.

Note the way-cool versioning built-in to the filename now!
