Non-contact encoder / metering devices.

Does anyone have info on non-contact encoders /
metering devices. Essentially what I want is to
measure steel strip, at room temperature, going
around 1 to 300 ft/min, stopping and starting, of
varying degrees of shinyness.

I could use a wheel with an encoder, and counter
module but I want to avoid slippage. The steel being measured will be unrolled from a coil, may be painted, may have a thin film of mill oil, or may be galvanized. I've seen such a beast made by Corrsys on the web, but it's output is rs485. I'm just looking for a pulse every so many inches, like a normal encoder.
