Not Enough Flow Through Control Valve in VHP Steam Flow Line

Hello,

In our VHP Steam Pressure Reduction and Distribution Station (PRDS), there are two numbers of control valves installed in parallel. Upstream pressure is 106 Kg/cm2 and down stream pressure is 40 Kg/cm2. Plant was running normal and complete DCS blackout was there.

After restart of the plant, it was seen that through one line of PRDS, there is no flow. However, control valve is perfectly ok. Through the other parallel line flow is normal.

We are assuming that inlet header may have chocked. Therefore, flow is not there through the control valve. Can anybody suggest that there is any agency available to provide solution during running condition of the plant?
