Off the grid generator problem

I live "off the grid" and my household power is supplied by a 4500 watt, belt driven generator. I got the unit about ten years ago, it has outlasted a half dozen gas motors. About 6 months ago I noticed some sparks, shut it off, and removed the top cover. Inside the cover is a capacitor that was arcing against the wires leading to the outlets. I removed the capacitor and replaced it with one of the same rating (new). I'm getting power but the unit has lost a lot. It will no longer start the compressor. What can I check to see what is causing the problem?
 
WhoKnows... how about some data:

1) Generator nameplate data?

2) Cap size and type?

3) Has some time elapsed between the "cap" incident and not being able to start compressor? If so, have you tried rotating compressor shaft manually?
