I have numerous Panelmate 1500's and the only thing wrong with them is the screens go dark and won't adjust brighter with the contrast adjustment. Cutler Hammer wants a flat rate to repair them, but I can buy a model 1700 for a couple hundred dollars more. If anyone has any information to solving this problem or Electrical Schematic for them let me know. Would be greatly appreciated.

Reliability problems in general, including the one you cited, were the primary reason why Cutler-Hammer discontinued the PanelMate 1500 series in favor of the 1700. My advice would be to replace any 1500s as they fail and not bother trying to repair them.

 

Replace the LCD back-light bulb.
