PLC: PLC versus RTU

I am working on a project to install a PLC unit controller for a hydro generator. In looking at other similar installations, it would appear that these unit controller PLCs are also being used to replace the plant RTU. I'm wondering if this is an industry trend and what are the implications, if any ?
