I have 2 GE 90-70 PLC based system with redundant configuration. they are communicating on Genius bus using IC697PCM711 coprocessor module. I want to connect this to two PLC5 systems in simplex configuration but connected together with a redundant Ethernet network. I have looked at the option of AN-X-GNI gateway but they are not CE approved. Just wonder what would be best possible economical solution for this.

You should use OPC for this. It's easier and it supports redundancy. The product called OPC Data Manager, It bridges the communication between your two PLC systems (GE and Allen Bradley). Download it here:
http://www.matrikonopc.com/products/opc-data-management/opc-data-manager.aspx

It basically links between two OPC Servers. if you don't have the OPC Server installed, here is the OPC Server for Allen Bradley:

Here the OPC Server for GE:

We are going to add few I/Os to the existing IOS stations of GE FANUC 70 -90 PLC genius network. I the following questions;

1.Is there any limitation on genius bus loading?
2.Is there any restriction to add I/O module to available a space in existing IOS ? At present there are 3 cards and there is a space to add one more card.
