I was told by my colleague that he saw the testing of 6900/440 volt testing as below. The person gave 440 volt in the primary after shorting the secondary terminals with wires. These wires burnt after the primary is applied. What does this test mean?
 
In a short circuit test, rated voltage is not applied to primary but only that amount of reduced voltage is applied to the primary, which makes rated current to flow in the secondary.

This test result also means, "Don't ever let that person test a transformer again".
