Primary Control Reserve with Steam Turbines

Hello to all,

I have read a lot of threads here concerning frequency control, droop control mode and similar. I'm also rather familiar with coal power plants, steam turbines and electro-hydraulic turbine control.
Today, I have found very interesting article or better called advertising regarding the way of ensuring 5% primary control reserve.

I know there are many knowledgeable persons here who know a lot of steam turbine.

Can anyone explain how this is actually achieved. By throttling the condensate flow it I assume changing the flow by either control valve or by VSD of condensate pumps. How changing the flow through LP or HP feeders can extract more stem to be used for increase the output power?
