programming a camera control (AZPT) using vb using modem

i am trying to create a virtual keyboard that can do azimuth, pan, tilt control for my remote camera. I am trying to use laptop modem to send the signal to my studio that connects to the modem then to my controller and likewise send the signal to the camera. Has anyone built such program or any link to an existing program?
