I think the best way is to use a massflowmeter, actually a kind of weightscale.
They are not cheap or simple but it's a very good way to meassure the massflow.
Check out this link. The UK seems to be ahead of the US in clean coal technology. The electrostatic charge measurement technology for pulverized coal flow velocity seems interesting...I believe ABB is making such a measurement system for coal fired boilers.
GTS/SWR Engineering has a mass flowmeter to measure dilute or dense phase solids flow. The company was started based on measuring pulverized coal flow going into the burners at power plants.
