Quantum 67160 HSBY , NOE with ethernet Switch

I have a Quantum 67160 HSBY System with one NOE card in Rack A and Rack B. I have a ethernet Switch. Customer asking me whenever we power up the system, Quantum CPU should start before Connexium Switch.

let me know if this is really required? If yes, please explain why?

I planning to achieve this, use on Delay Timer Relay to delay powering up of Switch.

But qus is its really required ?
