I am wondering if it is possible to somehow access the data on the webcard with a program other than an HTML page? I would like to create a program where it looks at the webcard (Quantum NOE 771 10 Web Card)?

All of the Quantum NOE modules can communicate via HTTP (Browser), Modbus TCP, and SNMP. So you can have a Modbus TCP application gather data from the NOE and PLC. You can also use an SNMP network management software gather the network SNMP statistics from the module.
