The only programming software I am aware of is MicroWin - which I can run under wine but the communications don't work - it's the only reason I keep any Windows. But there is an excellent package called Libnodave which works very well. The maintainers are very friendly and knowledgeable.

One way I've found to avoid licenses is to use the CP 243-IT module, which allows the use of HTML pages. You may then use any browser, which supports Java, on any platform.
