A bipolar control would make things much easier, but you can do it with
what you've got, two opamps, a comparator and a relay. You would connect
the joystick with dual supplies so that centered, the pots put out zero
volts. The two op amps would be connected in an absolute value circuit
so that the negative swing becomes positive and the gain is set so the
range is equal to the 556 circuit Vcc. The output would then drive the
control pin directly. The comparator (could be section 3 of a quad op
amp) would be used to switch a relay that reverses the motor polarity
when the joystick output goes through zero. Using the absolute value
circuit avoids switching the polarity on the joystick which causes major
upset.

That said, I would look for a bipolar PWM control kit which should be
available.
