You are facing several problems.

First is a protocol issue: The Cat CCM speaks its own protocol named M5X or possibly M50 if it is an older system. Second, the CCM is an RS232 only connection and you cannot have more than one device connected (you cannot use an RS232/RS485 converter because there is no addressing in the CAT protocol messages). Third, it is not true that the CCM connection is a three-wire connection, you have to at least have some connections to the handshaking lines on the CCM and finally, what protocol do your power meters speak? Probably not M5X.

You could have a look at the MARC Omnii-Comm http://www.miille.com/din266-p00.pdf that can help you with some of your problems because it supports the M50 and M5X CAT protocols as well as nearly 60 others. If you have an Ethernet connection then you could also look at this module http://www.miille.com/266-P00-Ethernet.pdf that supports all the serial protocols as well as Ethernet/IP and Modbus/TCP.
