Redundancy Alarms in PCS7

Recently my client has had several failures of their H Sync submodules in their S7 417H system, the event does create a process alarm in WinCC, but these are not monitored by the operator. I am looking to extract the Alarm info from the cpu and to modify the alarm to a High Alarm. I have tried the Report System Error wizard but the logic is created in TEC4Function so there is no access to the OB's to configure the required FB. Any ideas? Thanks
