what happens when an economizer steaming occurs?

why we should avoid steaming in an economizer of HRSG in a combined cycle plant?

I've heard To avoid the stability and control problems associated with this phenomenon, a recirculation of the economizer flow back to its inlet may be used. is it right? and how is it done??
