RMT for turbine speed control

we have RMT make CGEE Alsthom (P2643 A 40001 A) on SOGET Turbine 15 MW. we are facing problem when we close the VCB, then speed goes to PALIER 2 (9000rpm nominal), and Faster (+) and slower (-) does not work. we are unable to control speed for control load during parallel operation of two Alternators. are any body help us to clear interlocking?
