RTU with IEC 61850 Protocol

There are some RTUs which are said to have capability to communicate with IEDs via IEC 61850 protocol. Is it possible to make configuration changes of an IED through an RTU? That is, there is no direct communication link between Control Center and IED, but Control Center can communicate with RTU directly. So, when IED is wanted to be parametrized from the Control Center, Control Center will send command to RTU and RTU will apply the configuration changes to the IED via 61850 protocol. Is it possible with 61850 protocol? Does 61850 protocol have tihs property as its native ability? If so, is there anyone who knows an RTU like this?

We have RTU MICOMc264 to which we can connect MICOM Protection devices on IEC61850 or Legacy protocol. Also the parameterization and configuration can be done from control room.
