Sewer Backup Problem

I have a 36 unit building in Santa Monica that periodically backs up into the lower unit. Is there some type of monitoring device that can alert us of an impending backup based on reduced flow? Professionals that can build in safeguards in the system with Backflow preventers in the lines? Our plumber of 20 years doesn't seem to have a clue.
