How do I know if I have a bad Siemens S801R soft starter. It gives me a 16 fault code? Can not reset.

Have you consulted the manual as to just what fault code 16 means? perhaps you could enlighten us.

I did not find a manual for this PN on the Siemens USA web site. perhaps it is obsolete.
