I am looking for a SCADA system for small scale systems

1. Must be easy to use and well documented.
2. Should be low cost for small system (say <$1000 for 100 IO)
3. Main application is alarming, so must support SMS and digital output

Any suggestions?

I think, Citect HMI is good choice.

By using inbuilt ci-code, you can customize your requirement for alarming status, for e.g. Send e-mail, use of web browser, send SMS to external GSM gateway/Modem etc.
It will suit to the defined budget also.

Another solution is to develop your own customized PC based software solution using Standard platform like Microsoft.Net.
For multiple quantity this is best solution.

Try IGSS (http://igss.schneider-electric.com), there is free version for small application.

For small application you can also consider use the custom application in C/C++,VB,Java ...

It is a hard choice between brand names and new software from new players. The big brands will always have big prices and a heavy stuff software that you have either to spend a lot of time on, or you will have to pay a programmer for that software.
