For OPC, take a look at http://www.opcconnect.com/. I'm using dOPC from www.kassl.de with great success.

Recently, I had to program a PI regulator in ladder logic and I found quit many examples on google which can be easily programmed in Delphi.

You may take a look at ModLink, my Modbus native VCL component suite. Supports Delphi 4-7, both RTU & ASCII serial transmission modes. Allows you to turn your application/PC into both the local Modbus client/master or even local Modbus server/slave. Modbus/TCP over the ethernet is not implemented yet but will be in the near future.

Maybe you can try a simple one FuzzyWell from http://www.majorfeeling.com. It is in VB though.
