Anyone have recommendations on a starter PLC to learn ladder logic programming? What about the Click PLC by Koyo? I'm looking for something that can do 4-20 mA in and 4-20 mA out.

As you mentioned, PLC by Koyo is pretty good. Sharp electronics and Mitsubishi electronics have great starter kits as well that will help you learn ladder logic programming.
