Steam Turbine Last Stage Bucket Shroud Band

In our steam turbine, double shroud band is fitted on the last stage bucket stepped tenons. In our last inspection, I've realised that these bands are tight. Is it detrimental to continue run the turbine in this situation in extended period?

How much looseness is required for the safe operation?
How can we loosen shroud bands?
Is there any reference doc. available?
