I am reading about Thermal Dispersion Principle, and they main theory is that the mass flow rate is related to the heat convected from the heated sensor (Velocity Sensor) to the flowing fluid.

I am trying to see the relationship.

VS is heated (T1RTD heated), while the other temperature fluid sensor (TfRTD) just measures the fluid's temperature.

If there is a fluid flowing, it will carry the heat from the heated sensor, causing it's resistance and temperature (T1) to drop.

The fluid will absorb the heat and flow towards the Fluid Sensor (TfRTD), there the sensor will detect the temperature (causes the resistance to increase).

Question, what is the relationship between change in Temperature (T1-Tf) and Mass Flow Rate?

Kindly help me on this regard.
 
TfRTD just measure the fluid temp. It will not detect the heat of T1RTD as you are supossing. Please have a look on:
