believe the current standard is to do a stress calculation for the thermowell and insure that the thermowell is non-resonant for your flow conditions.

while it results is shorter thermowells than traditional selection rules, it is a safe selection.

you'll have to do a search on the ASME revised thermowell standard in the last year or so.
 
There's been a recent revision to ASME standard. The recently released PTC 19.3 revised a 35 year old standard that defines the criteria for designing thermowells for specific process conditions with a decided emphasis on safety.

For years, various US industries have relied on 3 different methods of determining the design of thermowells. The old standard had a limited 4 pages of thermowell design, whereas the new standard devotes more than 60 pages. It is likely that the newly revised ASME PTC 19.3 Standard will be the official worldwide standard.
