TIM 4 with S7-400 H system

I have to construct an RTU using an S7-400 H system with fail safe functionalty and communicate to SCADA through TIM 4V. I have not done such a task before. How do I connect TIM 4V with an S7-400 H system? Do I need to use just a single TIM or should I use one TIM for each PLC?
