Timing circuit for a television

I have been asked to set up two televisions on individual timing circuits, running only on days when people are present (I do not want them running on weekends or holidays).

Does anyone know of a reliable, standalone, programmable timer, that takes into account daylight savings time? I need to be able to input 10-20 preset times/durations. This is a non-industrial setting... no PCs or PLCs.
