Tunneling IEC 60870-5-101 over TCP/IP

I was wondering why there is a need for IEC 60870-5-104. Can't we just send 101 data as a TCP payload and let the end receiver interpret the 101 DATA?

If there is a good article/doc on IEC-60870-5-101 and 104 I would like to know. The standard would be overwhelming to start with.
