What is/are the reason/s behind separating the tank (Turbine Flash Tank) of upstream drains of turbine steam extraction lines and drains downstream of these lines?

Are the HP drains going to Waste and Maybe the LP Drains are being recovered. Tank has Pressure limits. Also the LP Steam could be Recovered. PID"s would have to be seen.
