Recently most of the power plant are using NTP based GPS clock. But as per my knowledge NTP will roll over after 2036...

So should plant owner need to replace older GPS clock with newer one?

It apparently won't be a problem. See the Wikipedia article on the Year 2038 Problem. There's a section on the NTP timestamp issue. "Since NTP only works with the differences between timestamps and never their absolute values, the wraparound is invisible as long as the timestamps are within 68 years of each other."
