Which low cost PLC should I use

I have a simple two loop water control system that can have independant run times that can overlap. This system will control a few valves in each loop. What PLC would give me the best value. I may want to do ramp-up and ramp-down with the pressure and at some point try to convert a non-regulated flow to a constant
pressure system using valves as well.
