Winding Resistance Measurement - Delta Connected Transformer

I have a question with regards to measuring winding resistance on a delta connected transformer. With the transformer in delta configuration the HV windings were measured with the following results:

H1 - H2 0 mohms on all tap positions
H2 - H3 Varied from 0 to 40 mohms on all tap positions.
H1 - H3 70 mohms on all tap positions.

It appeared based on the first round of tests that there was a dead short H1 - H2 and potentially a partial short from H2 - H3.

A follow-up test conducted 12hrs later indicating all windings were healthy.

My question (be mindful I am an HV novice) when testing in a delta configuration would a dead short be apparent or would, since it is still in delta configuration, take the remaining two windings into account and provide some resistance? Or would it take the path of least resistance?

I realize I have provided only a quick summary - I am looking for anyone who has encountered something similar or can shed more light on considerations when testing a transformer in delta configuration.
