Of course there is a plan to qualitatively improve Windows security. It is there on MS's web site for all the world to see:

All you MS bashers never give them the benefit of the doubt. The plan is: trust us...the experts will take care of it. You don't need to know all these details anyway. The gentleman that learned something useful from the Melissa virus was picking the forbidden fruit...shame on you! Now all the rest of us have to pay for your indiscretion.
