Creating Push Button for Surveillance Cameras on Touch Screen HMI

I have a panel PC with touch screen. Want to display 4 surveillance cameras on 4 squares of the touchscreen. Also want to program 4 invisible push buttons which will change the state from off to on when square is touched. If all 4 are touched an output will be energized to start process. Anyone done something like that?
 
It would seem to be easy to create the buttons. Any simple HMI program with a cheap PLC can do that, use a discrete output to switch the video. It's how do you couple in a video to fill just 1/4 of the screen that has me stumped. I have never worked on a system where video was added to the HMI.
