DC motor with Solar PV Panel

Want to operate a DC Motor 220 Volt / 5 KW / 1450 rpm on Solar PV Panel. Please recommend whether to start motor directly with PV panels or use Controller, and, if controller, then what kind of controller?

First you have to review the design of the project that will use the motor.

Once you have a complete design and motor spec's, with motor details from the supplier in hand, ask the PV supplier for a system quote.

The panels themselves are only a small part of your design.

Without a complete design, your inquiry cannot be usefully answered.
