Modbus over HughesNet Dish

Does anyone here have experience running Modbus TCP over Hughes Net? I can see the traffic flowing on port 502 but the software refuses to connect. It will not work outbound (no firewalls or any filtering) and it will not work inbound (using port forwards behind NAT). Is there something special about Modbus over TCP over Hughesnet?
