Boiler- vs. Turbine-follow mode

I wonder what is the difference between boiler-follow and turbine-follow modes in terms of efficiency of the boiler-turbine system. We shall consider a continuously dynamic scenario of load demand for the comparison.

I would expect that at the turbine-follow model the efficiency would be the highest when the control valve is fully opened and boiler tries to follow the load as best as possible.

In the boiler-follow mode, in the cases of load decrease, the control valve represents throttling of mass flow. Hence, the stored energy of the boiler is lost until the time when fuel master meets the pressure setpoint. That's why I would say that this mode is less efficient in comparison with the turbine-follow model.

I'm just a student, please give some comments and thoughts on this question.
