logic sequance and loop checking tests

i have couple of questions related to logic sequance and loop checking.

in our plant they are carrying some loop test and logic sequance test, what the purpose of each one and when i have to do each one? is there any procedure or standard for these test or they are doing a according to manufactor proecdures or company procedure? can i do this test online or the equipement or instruments should be in shutdown condition?
