Is the Barracuda Networks "Barracuda App Server" a popular choice for on premises deployment in IoT?

As an on prem IoT management platform what is the REST API used for?

Amongst Cloud based alternatives can you use the REST API instead of the API normally offered by the provider, eg AWS IoT core API?
