What is the limit of Neutral to Ground voltage when connecting a computer in a work station or a server? How to bring it down if it exceeds say 1.5 V? What is the relevant code?

you should have a dedicated system ground for the computer, that should solve most of the issues, but you also need a shielded isolation transformer to provide computer power

floating grounds can cause all sorts of disasters, from motherboards, to hard drives...

get an electrical involved with your site preparation, that is the low cost solution
