Simplex 4001 fire panel

My 4001 Simplex panel has a master earth trouble. On the main power board the #1 LED is on. I have checked all the circuits and no other troubles exist. I know this is a 1990 model panel, it has been a great panel. My question is do you think there is a glitch on the power board itself and must be replaced? Any help would be greatly appreciated!! I have done all I can think of to troubleshoot! This trouble has never existed before.
