Yes. The meter reads voltage and current and indicate leading/lagging power factor.

Pouya, I'm unaware of an instrument that will provide the load-angle measurement in degrees. However, a stroboscope can be used to make visual meaurements. Also, I know of one paper that purports to determine the load-angle by formula using just voltage and current measurement. But, accuracy questionable!

Anonymous, I believe you have confused the load-angle associated with torque, and the power-factor angle associated with electrical load. The latter is the physical shift in rotor alignment with respect to the stator's rotating field. The latter is the angle by which a generator's output-current lags or leads the generator's terminal-voltage.
