Looking for software to develope a control app

I am looking to control a two axis SCARA type arm, and want to program it's motion from a .dxf file. Anyone have a recommendation on what software is available to develope an app to import the .dxf file and control the two drives?
This will differ from a cnc control in that it will require two arc moves to scribe a straight line.

Galil motion controllers have CAD-to-DMC software allowing translate *.dxf or other AutoCAD files to internal controller's commands directly.
