Mark V speedtronic system summation block

from our Mark V speedtronic system in our steam plant turbines i found the schematic diagram of the (speed /Load ) control system, i hope to attach that diagram but i failed doing that; but simply it works as follow:

The system is divided into two parts: one sensing and tracking a desired set-point using a "P-I" controller; the other taking the desired LOAD and multiplying it by a factor.

Now a summation block used to ADD the two signals together(load reference+speed of turbine) this signal now called "turbine power".
There are other control signals like load limits and pressure limits and so on all that signals feed to (min selection) block.

The net control signal of all the above description is (speed/load control).

But why and for what this system add the speed and the load (turbine power)?
