on combined cycle plants, which is the reference for the static gain or the frequency bias setting of the whole block? is it on the rated capacity of the gas turbine or the rated capacity of the whole block? i'm having a hard time looking for write-ups regarding this... is there any existing steam turbines capable of primary control? or all of them changes generation output on minutes timescale?

if we take reference of Siemens V-94.2 with ABB steam turbine gain and frequency of individual unit are taken under consideration by the control system when co-ordination is off and when co-ordination is on it behaves like a single block.
