Calibration of Speed Control Governor

I want to calibrate speed control of governor system, controller use SPC and Woodward 505 as HMI.

The equipments are servo valve, LVDT pilot valve and LVDT operating
Servo Valve will provide Oil to LVDT pilot valve that used for giving pressure to LVDT operating Servo valve is regulated valve. and LVDT pilot valve is jut on-off valve.

There are two SPC, SPC1 will give feedback for LVDT Operating, and SPC2 for LVDT Pilot.

But, we can't know the right setting of tunning PID, because the results are the actuator of LVDT operating cannot controlled by SPC. The actuator is always fluctuative.

please inform me if you have information about how to calibrate this equipments? Actually about current which supply to equipments.
